Richard (Rich) Campagna

As ABPA’s Chief Operating Officer (COO), Rich Campagna is responsible for corporate tactical direction and business administration for multiple regional administrative offices with nearly 400 employees.

Most recently, Rich was vice president of operations at WellCare Health Plans in Tampa, where he also served as vice president of enterprise claims and vice president of configurations. Previous positions include senior vice president of operations at Definity Health and senior vice president of operations at Group Health Incorporated. Rich joined ABPA in 2011. 

Rich received his Bachelor of Liberal Arts from the State University of New York at Oneonta.

Richard (Ric) Leopold

As Chief Information Officer (CIO), Ric Leopold is responsible for all phases of ABPA’s IT organization, including systems application management, infrastructure services, and print operations.

Prior to joining ABPA, Ric was executive director of eBusiness at USAA in San Antonio, Texas, and an executive advisor in enterprise architecture at WellPoint. Previous positions include executive director of eBusiness at Kaiser Permanente and head of the IT project management office for Caremark. Ric joined ABPA in 2011.

Ric attended the US Air Force Academy, where he majored in electrical engineering before earning degrees in computer science and math from the University of Illinois. He also holds a master’s degree in computer science from De Paul University.

Teresa Warren

As a Senior Vice President of Client Services, Teresa Warren is responsible for client services. She is an active member of the ABPA Strategic Leadership Team and the Tactical Leadership Team. Teresa works with ABPA's clients nationwide, as well as with each Regional Office of ABPA. She has more than 25 years of experience with multi-employer funds.

Teresa joined ABPA in 2003 with ABPA's acquisition of Administrative Services, Inc (ASI). Since 1992, Teresa held various positions with ASI including that of Sr. Vice President. She brought to ABPA the administration of all the accounts in the SE Region formerly under ASI. In 2009, Teresa was promoted to Sr. Vice President of ABPA Client Services.

Teresa attended Georgia State University. She is a member of the Society of Professional Benefit Administrators and the Georgia Claims Association.

Annette M. English

Annette English is the Sr. Vice President of Culinary Client Services, responsible for Culinary Heath & Welfare, ABPA’s largest client. Annette is also a member of the Account Executive Leadership Team for ABPA. She has over 25 years of experience in the benefits administration industry. She is highly motivated, knowledgeable in all areas of operations, a vigilant customer advocate and a constant promoter of process improvement.

Prior to joining ABPA in 2006, Annette was the State Programs Manager for Community Health Plan of Washington (CHP), a non-profit Community and Migrant Health Center affiliated health plan in Washington State. Annette was the sole Programs Manger/Account Executive responsible for management of all CHP’s accounts, representing over 250,000 lives and was involved in every facet of operations over the course of her tenure there.

Annette received her Bachelor of Arts degree in Business Management from the University of Phoenix. Annette’s family, including her daughter, son and daughter-in-law and two grandchildren all reside in her previous hometown near Seattle, Washington.

Chiemi Watanabe
Vice President, Western Region Client Services

As Vice President of Client Services in the Western Region, Chiemi Watanabe is responsible for the efficient operations of Trust Funds in California and Nevada. In addition, she is responsible for the day-to-day operation of employee benefit plans, and the management of offices and personnel. She is an integral part of ABPA’s management team.

Chiemi has been an employee of ABPA for over 27 years. She is experienced in all facets of Multi-Employer Benefit Plan Administration including Health and Welfare, Pension, Apprenticeship Training, Vacation and Annuity. Chiemi has excellent rapport with Western Region members, trustees and professional staff.

Chiemi is a graduate of the California State University at Los Angeles with a Bachelor of Science degree in Business Administration. She is a member of the Southern California Association of Benefit Plan Administrators and the International Foundation of Employee Benefit Plan.

Lois Stevens
Vice President, Marketing and Business Development

As Vice President, Marketing and Business Development, Lois Stevens provides leadership to several strategic initiatives targeted to achieve ABPA's growth objectives through its vision to be the most respected and sought after benefits administrator to Taft-Hartley trust plans.

Lois joined ABPA in 2010. Previously, Lois was with Blue Cross Blue Shield of Minnesota for nearly 15 years, serving as the Vice President, Public Employer and Labor Accounts, as well as, the President & CEO of Comprehensive Care Services, Inc. (CCS), Blue Cross' third party administration subsidiary. She was a member of the NLO Board of Directors and was elected to the Executive Committee as Vice Chair. Lois has held leadership positions with CIGNA Behavioral Care, Fairview Health Services and the University of Minnesota Hospitals.

Lois earned a Bachelor of Science degree in Business and a Masters degree in Health Care Administration both from the University of Minnesota.

As Senior Vice President of Operations at ABPA, Kathie Pittman is responsible for the day-to-day operations of ABPA as well as execution of projects to improve efficiency, quality, and creation of customer value. Kathie is an expert in claims and customer service best practices. She has more than 25 years of experience in the health care service industry.

Kathie joined ABPA in 2003 as Vice President of Claims and Customer Service. Prior to coming to ABPA, Kathie was a Vice President of Claims and Customer Service at CIGNA Healthcare, with responsibility for the operations of their offices in Texas, Puerto Rico and Ireland.

Kathie attended Arizona Western College. Her family includes her husband Richard, a son, a daughter, and three grandchildren. Kathie loves reading, is an avid traveler and a doting grandmother.

Rick Dankworth

As Vice President of Culinary Health and Welfare Services at ABPA, Rick is responsible for the overall direction, management, and oversight of the claims processing and customer service functions for the Culinary Health Fund, ABPA’s largest client. With nearly 30 years’ experience in healthcare administration, Rick’s operational expertise includes claims processing, member/provider services, network services, medical management and quality management. He also has extensive experience in strategic planning, project planning and process improvement.

Rick joined ABPA in 2009 as the Vice President of Culinary Health and Welfare Services. Prior to joining ABPA, Rick was the Senior Vice President of Government Programs for Community Health Solutions of America, LLC.

Rick received a bachelor’s degree in English from the University of Virginia. His family includes his wife, Patty and an adult daughter.

Jesse Meldru
Vice President, Contribution Accounting & Retirement Services

Jesse’s fortunate to lead a team of professionals dedicated to serving the contribution accounting and retirement services needs of more than 150,000 participants and retirees. His team is focused on day to day execution responsibilities, short and long term project management, and systems integration and enhancement. He’s also engaged in strategic planning and organizational development.

Prior to joining ABPA in 2009, Jesse spent eight years working at General Electric in roles of increasing responsibility that included managing an international quality assurance program for power generation facilities, managing corporate projects dedicated to adding value to Customer relationships while improving execution efficiency, and serving as finance manager with ownership for balance sheet, income and cash flow statements for a portfolio of industrial contracts. Before GE, Jesse served for nine years in the US Navy’s Nuclear Propulsion Program, operating and maintaining nuclear propulsion systems in the fleet and instructing students at the Navy’s nuclear training centers.

Jesse holds a BS in Nuclear Technology from Excelsior College and an MBA with emphasis in Finance from Georgia State University. Jesse also holds certifications as a Six Sigma Blackbelt and ISO 9001 Lead Auditor.

Tammy Peltzer

As Vice President of Finance for ABPA, Tammy Peltzer is responsible for managing all of the financial activities of ABPA including budgeting and planning. Tammy is an active member of the strategic management team and is responsible for the development and implementation of short and long term strategic planning with the group. In addition, Tammy oversees the Internal Audits and Regulatory Compliance for ABPA.

Tammy joined ABPA in 1999 as a Payroll Auditor. She was promoted to Vice President of Financial Accounting, Payroll Audit and Client Revenue Management in September 2008. Then in September of 2009, she was promoted to Vice President of Finance.

Tammy received a bachelor's degree in Business Administration with an emphasis in Finance from California State University at Fullerton. She has a six-year-old daughter and a three-year-old son who keep her busy.

Director, Internal Audit and Regulatory Compliance

As the Director of Internal Audit and Regulatory Compliance for ABPA, Pat Kuchenreuther is responsible for ensuring compliance with applicable federal (i.e. ERISA, PPA, DOL and HIPAA) and state requirements. She is involved in coordinating and implementing the various federal and state regulations that affect third party administrators and their clients. Pat has over 20 years of experience in the health insurance industry and over 15 of those years have been dedicated to the compliance area.

Pat joined ABPA in 2005 as Director of Internal Audit and Regulatory Compliance. Prior to joining ABPA, Pat was the Plan Design and Compliance Specialist for H.E.R.E.I.U. Fund, the Manager of Legal and Regulatory Compliance for Rockford Health Plans/Mid-America Plan Administrators and in her 13+ years with Pioneer Financial Services held several positions, including Compliance Paralegal and Contract and Certification Administrator.

Pat graduated with honors from the Lawyer's Assistant Program and received her paralegal certification in 1993 from Roosevelt University, Chicago, IL. In addition, she received her AIRC designation (Associate, Insurance Regulatory Compliance) from the Life Office Management Association (LOMA) in 2002.
